On 10th May, the press conference “2017 China chemical industrys global opportunities” was held by CPCIF in Beijing. At the conference, the achievements having been made by China’s chemical industry through “going out” in recent years were emphatically introduced, especially went to the countries along B&R routine to do the extensive cooperation, such as mergers and acquisitions, investment and sales, and have achieved remarkable results. At the same time, he also pointed out that due to starting late and having a weak base, B&R carried out by China chemical industry is still in the initial stage in international capacity cooperation.

There is a wide gap between the different industries. Great differences exist in the scale of cooperation, cooperation, cooperation and other aspects. The problems and challenges mainly covers five aspects. One reason is blindness and disorder exist when carrying out international production capacity cooperation.Secondly, the majority of countries along B&R routine have poor industry supporting capacity and lowlevel parks. Thirdly, the international production capacity cooperation should have more targeted and more operational supporting policies. Besides, they are facing greater geopolitical, cultural differences and policy environmental risks. Finally, pressures of competition come from both Western enterprises and the Middle East, India, etc. along B&R routine and having homogeneous development.

Therefore, the Chinese chemical enterprises should thoroughly implement the “13th Five Year Plan” international production cooperation guidelines, China manufacturing 2025, industry 13th Five Year Plan” and other important strategic plans. Government takes enterprises as the main body and aims at optimizing the global production capacity. It establishes the platform leaded by industry association, enterprises and institutions of law, finance and consultation participate in which, to better play the role of government, and guide enterprises to go out together and form economies of scale and agglomeration advantages, in addition, to promote domestic industry echelon transfer and create International competitiveness of multinational corporations and enterprise groups.
